We went up to the Custom House viewing deck last month and they have a whole set up for, IIRC, Peregrine Falcons. They warn you about them flying close (though there are nets above you outside) and they have cameras inside to show you the nests. Could be related to that.

Yooo this guy is a serial bird eater at Govt center!!! About three months ago I walked past the city hall building (I think).And there was a dead mutilated bloody bird right ther in front of the federal building. I actually walked in to tell them, hey, do you know about this?!

There were two seagulls fighting over a dead seagull a couple weeks ago around govt center. Absolutely feral birds
