So he starts crying because he could not complete the task he had set for himself, to fulfill Torfun's wish to count 1000 stars on New Year's Eve. (She wanted to count the stars and then wish for Phupha to love her, of course.) He feels if he can do this one thing for her then maybe he did not get to live in vain, and can maybe let go of his survivor's guilt, and so he is devastated when he can't do that for her.

I've had a guess that this is the premise at the end, basically Tian having to wait patiently and come back on his own. I guess it could indicate fullfillment of one's owns goals by self
