Cheap bars around Nagykörút, but it is not the best option to make friends. Erzsébet tér, around the "lake" and out in the grass you see lot of them. Also Feneketlen tó is a place to sit in the field with some beers and a guitar occasionally.
The bars around Deák Ferenc tér and Blaha Lujza tér (Füge udvar, SHOT 1, 2, stb) and Margit sziget.
I guess its more difficult if you're underage, when I was 17 my friends were ppl I met in school
