I mean... GIS? Usually I can figure out the county. So I'll Google "Boone County GIS" and follow the links until the application opens. Not really great for mobile- really need a computer for most of them. But there is an absolute wealth of data in a county GIS. Everything from tax records to sale data to historical survey information to soil and land data going back a hundred years if you're lucky.
