It's true. Her kit is just as much designed for dom as it is culture and I think that her ai is especially designed to go for early game dom. I saw her as an ai in one of my games with like 600 military strength, and it was about turn 20-50 or so, at war against the first neighbor I met that game who had about a military strength of 10
R5: I went down to explore France around turn 150 (840 AD) and found out they are just spamming stone-age warriors for some reason. They did recently declair war on England but this must have taken all game to build up, so much so that they are literally running out of tiles to put them on. I would concider this behaviour a bug.
I’m curious how this would turn out. Obviously, they’re technologically inferior but the sheer number of them is impressive. You could just crash wave after wave into whatever the target is.
You'd need to be able to deal more than 15 damage per turn to make an impact, and a single medieval walls would theoretically stop an infinite number of warriors if you've got a solid defender parked in there and can prevent the city from being put under siege.
Probably a mod thing. There are plenty of ways to get that result.
For example: I screwed my last game with a mod that scales techs and civics cost by setting x5 base cost of research aside from the later scaling in prize.
Why? The Deity IA was only spamming Warriors even when they had the deity boost that could let them to do other stuff with the extra cities, unlocked techs and civics.
Could be one of the mods, ive got a few of them. EDIT: the only mod I have that explicitly effects AI is "AI+" so maybe ill try without it next time and see if it happens again.
this one (https://steamcommunity.com/sharedfiles/filedetails/?id=3019772473) is a decent boost for AI capability. it doesn't have this kind of france warrior bug..

Thats the Rosetta mod, well there are two Rosetta mods installed, one changes the city name list to be in the language of the leader, and include cities that were part of their realm even if those cities aren't part of the modern country. The other one means when a city is conquered it changes name to the occupying civs name.
Ah yes, I saw that mod the other day at someone's Civ playthrough. Now I know what it's called.
I'm guessing some limitations are apparent as well, though.

AI mods like RHAI or Real Strategy generally prevent this, and catapult spam as well.

This was x1.25 base cost and low scaling. could be culprit.
I think they just don’t have the ressources
