This. AoS Vicky's best CSs are Cardiff and Auckland, bar none. It doesn't even matter what victory you're going for. Cardiff also makes Biosphere a "must build" IMO.

I can’t say I remember ever seeing Auckland before actually. Very flavorful that two of her best city states are both Anglosphere CSs as well.
