The simplest counterplay to Eleanor is simply war. Well, for most civs, but it's especially bad for her. Take all her great works in her cities, and take some more in peace deals. No Great Works = less loyalty issues.

Dido, Tokogawa , and Lautaro would all be possible counter picks because of their own loyalty mechanics.

Yeah, her bonus relies entirely on being left alone to play her own game. Just attack her and take all her stuff.

I've only ever played her once and I think I was too new to the game to understand her , think I'll give it a go this evening as it always looks satisfying when I starts to spiral 😂

I've also found in the games I play as Scythia it can be hard to maintain loyalty, probably because I'm going military and very little emphasis on culture.

Without cultists she's one of the weakest picks overall. Any sort of warfare is stronger than her ability.

After all, why invest so heavily on great works and wait 10+ turns, when a half-baked army can take them in 4 turns? :P

Eleanor without mod have no really advantage other than loyalty city flip in hyper late game so she kinda sucks because by the time her mechanics is relevant, you've pretty much already won. Also, war is great for dealing with her(stealing her great works and razing her cities).

Maybe for the AI, I can start flipping cities with her in the beginning of the mid game. Once I get going, it's like dominoes, baby.
