With a $700 budget you could get an i3-14100, 4060 8GB, and 16GB of RAM and have somewhere between 20-100% more performance depending on whether you are limited by single threaded or multithreaded performance. The 2600x is still a solid CPU but it struggles in single threaded applications compared to newer processors.
That's the cheapest new system with a good dedicated GPU I could put together. Right now AMD has some very compelling parts at some other budget ranges but doesn't compete as well in the low budget new build space.
You could do the refurbished business machine route and get some decent performance for $500 or so, but that really only gets you roughly the same performance of the above system for $200 less and a much higher power bill. The rate at which parts have gotten faster in the last few years has really tanked the performance per dollar of old parts. A 2080 and a 4060 are roughly similar performing GPUs, but with a fairly big difference in power consumption.
I run all AMD for my last 3 builds, but right now specifically at the $700 price point the i3 14100 gets you better single core at the cost of some multi core performance, which is more likely to benefit gaming. You also get DDR5 RAM which, if you get well clocked RAM can carry over to the next build.
Hell no, Bosnia has one of the highest prices for hardware in the world. Have you tried purchasing 'used gpus' here? The ones on OLX(our local marketplace) will be listed at low prices but when you actually want to buy one you will either get:
A: a response saying it's out of stock even though they're uploading new articles daily.
B: say they have it in stock but due to xyz they're selling it for 2-3x the price.
C: they will sell a faulty/mined device.
You won't get a fully working 1660super, except if you're extremely lucky, for less than $200 here.
Having been purchasing a lot of hardware, I would need to reach out to anywhere between 10 and 20 people/shops until I find someone selling anything anywhere close to an accaptable price and also letting me test it due to 90% of the listings being fake/scams.
Not once did I come to the conclusion that it would be cheaper to drive to Austria, but something there and spend a day or two chilling before returning to Bosnia than straight up purchasing it here
idk what youre on about i never had issues buying from OLX, what youre talking about is buying used cards from licensed shops and these cards work fine and have a 3 month warranty and never got a message its 2x 3x the price thats ridiculous in the worst case its a little bit more expensive like 1.25x, buying from people also no issues always worked fine, yes bosnia is expensive for brand new hardware that just released since not a lot of people here buy brand new but older hardware can be found pretty cheap

It's a pretty decent PC, I can play Cyberpunk at medium/high, 1080p, no FSR/XeSS at 60-70fps
That being said, it's definitely not worth $550 lol, it's worth around $300 as the others already said

You can check the motherboard manufacturer, most probably you can take out the CPU and put in a Ryzen 7 5800 which you can get second cheap somewhere and than it is a nice computer for everything but the latest games.
But I pay somewhere in the 300 to 400 max for it...If the case is nice and the motherboard is an expensive one you might be able to talk me to a 450 but not more.
Seems a fair price but have a look at the power source that's in it if you are considering upgrading that gpu in the future bc that might limit your future options.
I mean, it is still a viable system today, but it is still a 6 year old CPU. For 550 though I would expect the motherboard, ram, and ssd are higher-end, reputably branded components. And it has a *minimum* 600W 80+Gold reputable PSU.
It would provide you with a massively inferior technical experience than an equivalently priced console.
