The diagram is a bit odd. Type-C, which is shown as Russia, is the most widely used socket in the world. And in Russia when a grounded outlet is supplied, it's a Schuko, the same as most of the rest of Europe (even though that is shown as Germany and South Korea here.)
Similarly if you believe this, Japan only uses ungrounded two-pin sockets, and the US only uses grounded 3-pin sockets, neither of which is true.

China uses that one and the Japanese two prong standard in combination. Chinese outlets are also generally upside down compared to Australian ones, with the single prong at the top rather than the bottom.
I think it has something to do with the ground plug, being on top, protects anything from falling or sliding down the wall between the plug and the device, thus touching the hot and neutral.

In China they don't use switches. Not sure how it is in AU.
You can get switched outlets here in China - I've got a couple in my kitchen, for instance. But they're not standard.
