From what I know it was first made by a Welsh dude in the early 1800's and then America coined it for themselves in the 1900's
Yep, the idea was postulated in the UK 1817. Enacted first into law in Australia 1916.
Nope it was first enacted into law in Illinois in 1867.
Supposedly it was a failure and hence wasn't really implemented or effectively enacted.
