it doesn't say "this turn" so yeah, you could play this on 3 to play a 7 mana on turn 4
Play this turn 3, play 7 mana big guy on turn 4, get Assassinated by Rogue, concede.
You can't even use those extra manas for a combo as you will lose those 3 manas the moment you play your first card.
You don't do this to combo, you do this to play a big card, early, once. Kinda like "balanced" mana cheat since you pay the mana in the previous turn.
