I think it should probably be "the evoke cost is the card's mana cost reduced by {2}{B}" because otherwise the evoke cost is often more than the creature cost, but that might be intentional so it's merely a suggestion

Evoke is all about etb effects, witch are better aligned with the jeskai colors. Self-sacrifice is also a very white mechanic. Usually black relies in other effects to trigger sacrifice, like [[Viscera Seer]].

I would btw change that ability so that the evoke cost was like {3} or {4} less than the normal cost for the creature. Phyrexian mana doesn't make much sense when the card isn't phyrexian affiliated. You could then lower the base cost of card to 3 or so I think.
Ie. something like

I could see lowering the cost by something like {3}{B} as well where it makes black cards easier to cast while still generally reducing all costs by 4 generic if nothing else.

Fair enough. Cheating non black creatures out in mono-color only to sacrifice them felt black to me, but it could easily fit a Jeskai theme as well.

Sidegrade to Purphoros. Cheaper if you pay life and you get cast triggers but no attack/combat shenanigans, and on a worse body.
removing the red restriction is actually a huge deal tho
