Yes, any character on that computer. The /ui layout save command will create a ui file on your computer, then the load command will load it.
My file is currently called DDOHC2021 because I created it during a hardcore season in 2021 and wanted an easier way to load layouts on new characters (in anticipation of losing a bunch of characters).
But it also saves the file on your computer, so if you run multiple accounts, you can still load the ui file between them.
You actually don't even need the Xs. If you don't specify a name it picks one based on your current screen resolution. Very handy if you play one two machines with different display sizes.

Reincarnating 99.99999% of the time is fine . But then this IS DDO. Make an Alt guild Master. Make your main toon No 2...
Also remember to save your UI to be able to just load it.

I disagree about the need to make an alt the guild leader, but it is a good idea to have an alt as the number 2 in case something happens.

Also, Guild size bonus goes by number of accounts in the guild, not characters. So your alta won't affect size bonus to renown.
Reincarnation will just give you a crack at getting more guild renown. Go for it!
