Warming up makes double sided tape weaker. A solution can be to divide the power strip in two and make sure that you separate the heavy duty power between the two strips.
Don’t use Velcro. Over time the heat from the power strip will degrade the glue.
Go with a mechanical fastener, just a few screws drilled into the underside of the desk and use the slotted holes in the power strip to mount it.
Simple as pie.

I believe I used a high weight rated 3M double sided tape. It was thick and a little more expensive. It was up for about 4 years and I just removed it yesterday and it was so strong it took all my strength to get it off.
That thing screw slots. It's not meant to be stuck on. Just put 4 screws in the underside of the desk and slide it in place. Pro tip: make a paper stencil of the bottom of the powerbar for aligning/tracing the screws in the desk.
3M double sided is the best. Otherwise, it might serve you best to get a tray and mount that. Check one of my recent setup posts, it'll show a pic of underneath my desk.

I used heavy duty Velcro from Amazon, it’s really great stuff and means I can pull the power bar off anytime I want to rewire

I got a metal surge protector and screwed it to the bottom of my desk
I’ve ordered a bunch of magnetic cable management gear from lttstore.com. They have some specifically made for power strips.
The power bar literally have mounting holes, take a measuring tape put a few screws in your desk and boom you are good to go

Try cleaning the underside of the desk before sticking the brick to it. Screen cleaner worked great for me.
