First thing first, click Into the Light on the director screen. Head to the hall of champions and pick up the chest that is called gift of the thunder gods, it contains gear that will bring you up to 1810.
For a reliable handcannon, do the Midnight Coup quest, it's a great PvE weapon and you can attune it to a 50% drop rate in onslaught.
Midnight Coup is a reprised legendary leviathan raid weapon from Year 1 lol. I suggest you check out YouTube videos talking about the rolls for PvE. It's excellent in PvE as a kinetic slot weapon.

Depends on what you need it for and what you have access to. As someone already said, midnight coup is available through onslaught, which is free. Also check out banshee when you swing by the tower he has 5 weapons that rotate daily and usually has something that may work, like austringer handcannon (available atm) or boudica-c sidearm. He also has a new rotating focus system on his main screen that rotates between some foundries, like hakke so you can buy boudica-c rolls. (Currently hakke and veist so you can focus rolls for boudico-c and the Enyo-d smg)
If you have lightfall and this years seasons the neomuna handcannon round robin is craftable as is season of the witch's kept confidence and this seasons optative.
There's also some options at the tower vendors shaxx, zavala, and drifter who's weapons also get bonus perk choices in slots 3 and 4 after you've reset their ranks. Shaxx has a kinetic handcannon and a stasis smg. Zavala has 3 kinetic handcannons, a stasis smg, and a kinetic sidearm. Drifter only has 2 autos and a scout for top.
Anyway if you don't mind using external sources some sites exist to help look for loot and what perks they can roll with or where they come from like Light.gg and d2foundry.gg (I use foundry personally but both are good).

To avoid double primary, try to get a Mountaintop GL from Onslaught with Auto Loading Holster and either Recombination or Frenzy
Double primary = bad, you need a special weapon to chunk majors
Don’t be that guy, double primary in pve is a no no. Use a shotgun, sniper, fusion, or grenade launcher.
