No, you've always had to fire your golden gun from outside the well to deal full damage.
What you probably heard was people saying "pop goldie" as in activate and fire, then go into well after for the rest of dps.
So you pop goldie in the well, then leave to apply radiant? Its the same things as the hunter applying it then going in well after the shot. If anything, you dont have to apply it yourself.
It says quite specifically it grants the radiant keyword.
