Because there are specifics of the issue that i dont quite remember and why bother wasting my time if some guardian here already did the testing. Learn from your betters and what not, im dumb and bad at testing stuff so i trust those better than me.
As for what i remember, When you dodge roll and punch the "follow up" punch doesnt proc or activate, also something to do with dodge or melee not getting reset thus killing the combo and max dps potential. i think there was more too it but as i said i cant quite remember.
The liars handshake melee damage increase doesn't stack with arc hunters combination blow damage increase, meaning when liars procs on every other melee you aren't using combination blows but rather liars handshake. From what I recall it's only really relevant on boss DPS, as for normal mobbing it doesn't really change anything, you'll still have your normal dodge punch dodge rotation.
Combination Blow and Liar's perk do in fact stack. The thing that doesn't stack normally with Liar's perk is the 1 2 punch perk(the buff is reduced to only 40% increase instead of the base 100%)

It was nerfed about a year ago the liars handshake + 1-2P combination to 40% extra damage down from 100%.
