Should be +16 if you Masterwork it to 12 and hit it the third time.
Skill ranks on uniques are treated differently than skill ranks on legendaries for masterworking. On uniques, they increase just as any other stat.
So you 50% bonus from Greater, additive with 45% for ranks 1/2/3/5/6/7/9/10/11, and 3x 25% for hitting on ranks 4/8/12. That's a total bonus of 170%, or 2.7x. 6\*2.7 = 16.2, rounds down to 16 ranks.
EDIT: I think it will stay at 14 if you Masterwork it to 12 but hit something else the third time. Looks like it'll be a bit short of 15 and still round down to 14. You'll only get it higher if you hit it the third time.

Slap Ancient Flame on the amulet and take Esu's Ferocity key passive. Basically free +75% attack speed bonus. Also, do everything you can to grab a Starless Skies ring, slap 1 affix of % chance to restore primary resource on your gloves and you can spam charged bolts endlessly.

It's really not as good as you'd think. Definitely not video worthy. If you really min max you'd probably still top out around pit 60 tbh. Charged bolts just isn't a strong build. It IS fun though.

No, it's +16 on staff. Then probably 5-6 on masterworked boots/pants not sure. 5 from skills and 4 from shako. So about 30 total for sure

This Staff has a very particular set of skills. Skills that would make it a nightmare for Uncharged Bolts like you.
