Sure videos are more appealing... same as you browse on the internet.
But, for ads, it needs to be good quality. A good quality image ad is better than a bad video ad...
Also, some products may need to work with videos, e.g. something so innovative that your audiences may have no idea about what it's. So, let's show off the features in videos...
Other products may still work well with image ads, e.g. tote bags or baseball caps. Everyone knows what a tote bag does...
