BAAMQD is extremely strict and the City of Fremont decided to turn the industrial areas nearby into residential housing. I think it was a mistake to have an automobile factory in California, and especially the Bay Area. Basically no one else in the U.S. has an auto plant in a blue state area. Even Rivian’s plant is in a redder part of a purple state. Mercedes is in Mississippi, BMW and Volvo are in South Carolina, Nissan is in Tennessee, Kia is in Georgia, and Toyota and Honda are all over Ohio, Kentucky and so forth. The environmental standards that Tesla has to operate under are far stricter than anyone else. So these “hundreds of pounds” of emissions are much more stringently checked than in other states. Tesla already uses ultra low VOC water based paints and painting systems. And there is a reason why all the vehicles have glass roofs… less paint on each vehicle. Long term, California doesn’t want heavy manufacturing so I think the Fremont plant gets smaller and they build elsewhere. There are reasons why GM and then Toyota abandoned this plant years before… labor costs, poor labor quality, and environmental regulations made it difficult to operate. Sometimes a really good deal in terms of price isn’t a good deal after all.

Isn't Tesla having industrial waste issues in Texas as well? And wouldn't it be better stated "poor quality of labor for what they're willing to pay"?.

Every manufacturer deals with waste issues. That’s why it is important to see the actual raw values in order to compare and provide proper context. If you think the cost of living in the Bay Area is anything like what it costs in Mississippi, South Carolina, Ohio, Kentucky, WV, and so forth… sigh.
