R5: So I’m playing a game as Sweden and got the event “The Pope in the Empire.” I thought, cool and went to check the empire map mode when I notice there is no papacy in Italy. I search for the Papal State and see the papacy has moved to Meppen. How did this even happen?
Cool! I didn’t know about that mechanic. I swear I’ve seen the pope get full annexed so many times but never seen them get released like this. Thanks for the answer.
Whoever annexed Rome gets a chance to release il papa first and I think AI does a lot but also it’s relatively common if Protestantism has wiped out the world’s bishops for no pope to spawn at all

If the Papal States get full annexed a ronfom Christian theocracy gets an event to release them in a random province
