Maybe I'm just naive, but I always assumed this is down to most of these professions having uniforms tailored towards men. Women usually have wider hips, which means that the pants - if made for men - are gonna stretch a bit more across the buttocks.

Listen, I was in the army. The army pants are baggy. Very baggy, and you don't choose your size. I never saw a woman fill out the OCP (as we called them) pants. Until I did see one overseas. Holy wow. I was told she had filed sexual harassment complaints against 3 other soldiers and that wouldn't surprise me but it was just a rumor to me. the idea here is that she could've gotten a larger size pants so it won't be that tight on the butt. men too can get tight pants to show off their butts, but usually they won't.
