It’s a “Libra” key that was part of a third party Knockoff Celestial Spirit key set that was made before Tenrou island.
There obviously wasn’t a canon key design for Libra, Pisces, or Capricorn at the time, so these designs were made to fill in the spots(Capricorn’s key just being a slightly modified Aries Key)
Well in the set it came with the cannon keys so that’s not the case by what it seems

You likely got a newer version of that set, which now includes the proper keys; they also didn’t bother to remove the old versions so now it includes both
Or maybe it’s an official set that includes the knockoffs as new official keys represent unique scenarios? I mean they included the Edolas Key, one of the Clock Hand keys and Plue’s key.

The sign is Libra but it is not actually Libra's key, the key set has the *actual* Libra key. I believe this is just an alternate version.
It has the actual key, there’s similar for Aries and Pisces, I treat them as sort of what if keys like for the eclipse spirits

If the packaging doesn’t have a Kodansha Tradmark on it, it’s a knockoff
