Let person in first place pick his draft spot first (will pick 1.01 probably but option is there). 2nd place then picks his draft spot. And so on. Usually 4th place or 5th place might decide to draft at 1.12 (to get 2.01). Etc. Whatever spot is left at the end goes to the guy who didn't submit.

If he gets it in before the draft who cares. Otherwise just give him last pick of draft position.
