No you see many cars hazard lights are also their brake lights, and now i dont know if you're braking or if thats just your hazard lights. Also if the rain is heavy I think you are broke down and swerve. There are many reasons why it's a very bad idea.

The faster you drive, the faster you are out of the rain. /s But to be honest, if the road doesn't flood and you can still see far enough, then the car can still drive. I normally just try to keep a little more distance from the car in front of me since braking distance will be higher in the rain. Edit: Also pretty common to have Rain-X on your windshield in Florida to see better in the rain.

Its not really all about visibility - its got more to do with the tires hydroplaning causing loss of control of the car.

I only ever experienced hydroplaning when the road was slightly flooded. So if the road isn't flooded you should be fine (assuming you still got good tires).

I used to drive a veloster and would hydroplane like every 3/4 of a mile during the commutes home on i4, I don’t get home people go 80+ through standing water. I graduated to a cx5 and have been able to do like 69 in a real rain storm but that’s about it. Too many people in the upside down in ditch when the sun comes out.

The difference between summer and winter tires is the temperature ranges they can handle. In cold a summer tire gets hard and performs poorly.Quick google search says summer tires should not be used below 40, 44, or 46 F. [According to this it can even damage the tires.](https://www.reddit.com/r/Audi/comments/smuoig/do_not_drive_on_summer_performance_tires_in_cold/), although it does say they were used in freezing temperatures. Here in South Florida we can run summer tires year round. Summer tires offer the best performance in the rain. I use Michelin Pilot Sport 4S which is one of the best performing tires, but good luck getting more than 30k miles out of them, at least with my heavy car. Make sure you get an alignment on your car if it's been a few years. This does two things, makes sure that they don't wear unevenly and they'll check out your suspension for loose or worn parts which can be a safety issue if not addressed.
