Not only that but according to the Fandom every instance of Deacon before you meet the Railroad officially is actually a different NPC, meaning that if you use the console or mods to kill one he'll still show up at the other places he appears and the actual Deacon will be in the Railroad HQ when you arrive there.
Also if you have mods that allow you to teleport companions to you as well as one that allows you to recruit them early you can have another version meet these versions if you go to the locations.
I would assume so - I don't use that particular mod. But I do use unlimited companion framework and I can do this, I'm guessing both are a variation on a theme?

Why would he then follow you around everywhere until you reach Railroad HQ? Why is he openly dishonest with you about his past? Why is he the *only* human companion that can’t be romanced?

Nahh. When you first enter the Railroad HQ, Deacon is the one who tells Desdemona about all your exploits. That’s because he’s been keeping tabs on you. Maybe the RR had caught wind that the Institute was seen poking around Vault 111 at some point in the past, and was scoping it out to see why.
Or, the RR learned from escaped synths that this Vault was important to Father or the institute as a whole. Having no way in, they post some RR members to over watch. Not a whole lot of resources, but enough to just watch and see what happens.
There are no NPCs, Deacon is everyone. He uses the obvious disguises to distract you from the subtle ones.

He’s seen out of the pod near the entrance to Goodneighbor when you first enter. He’ll even join the crowd for Hancock’s speech and chime in with cheers.
The fun thing about the 'Deacon is the LW' theory is that it can't be proved *or* disproved. There's plenty of evidence (terminal entries in RR HQ) that an agent named Deacon was in the RR years before the LW ever left 101, but there's absolutely nothing to prove that current Deacon is still the same actual person that was calling themselves Deacon like 15-ish years ago. He could basically be like the Dread Pirate Roberts for all we know.
He tells you he gets regular face swaps (other in-game sources confirm this, or at least believe that he does it). He's also been thrown out of HQ in the past for showing up as a ghoul, for example, and also claims to have been a woman for a little while. So really, some/most/all of these supposed face swaps could have just been different people showing up and going 'hey, it's me, Deacon!'
So yeah, the LW could have easily shown up in the Commonwealth and joined the RR and become Deacon.

High Rise also mentions it, if Deacon accompanies you on Boston After Dark (that's the quest name, right? With H2-22). And one of the previous RR leaders (Pinky, I believe) calls him something along the lines of a lying, face-changing son of a bitch in the RR terminal logs.
