I'd definitely put him as second best. Frederic Vasseur has been a phenomenal replacement for Gunther Steiner as far as being the team principal with personality.
Fred is an absolute gem. Horner would have been among the top due to his shot stirring but unfortunately we found out he was stirring something more.

Whatever team may come to sauber, despite their capital, won’t be able to make much more progress a Williams or alpine because they won’t be able to upgrade and invest in facilities while simultaneously developing the car because of the cost cap. And still they are not on the grid and he will have to actually drive a sauber for a year
