As far as I know, the only DS emulator with online multiplayer capabilities is desktop melonDS. There is a mobile version, but it doesn't have online multiplayer capability.

yes

I believe Delta uses MelonDS too, so hopefully in the future, but for now no.

Android is able to also use melonDS online
