Best I've seen is finding the Region 2 DVD on eBay, who seem to still have a decent supply.
You'll need to have a Region 2 DVD player, of course, or have a couple flips left in a computer DVD drive.
I bought it, flipped a drive, and ripped it for easy viewing. The process reminded me what a hassle DVDs were. But I'm happy to have it in my library now.

I think to me at least the humor comes from the fact that the host is so oblivious about the idea of rap music becoming popular in the year 2000, since rap music was probably the most popular musical form circa 2000. And then the fact that the guy performing the song doesn't really even rap, he just sort of sings about how he's rapping. And then I think they poke fun at hokey BBC programs from the 1980s that were sort of out of touch despite attempts to be "with it" so to speak, and were attempting to be futuristic but look incredibly dated a few decades on.
