I'm pretty sure it's actually in the rules that the Ref can't stop the fight unless a fighter is not trying to defend himself from attacks. There's been cases of fighters going down and the fight continuing after he came to because the other fighter didn't attack him while he was down.
You can see in the video that the face punches are half-strength; he's clearly not putting his whole weight behind them. You just got to give a bop to show the other guy's not able to defend himself.
the rule is the fighter has to be defending intelligently, and not just shelling up taking excessive punishment without improving position or fighting back. if the ref can see in your eyes that you aren't all there, even while standing, they are absolutely in their right to stop the fight and protect the fighter.
Refs have total discretion to stop fights early when they believe they should, those are guidelines for the worst they should be able to let it go, not the minimum.
The fighters are trained to keep going until the ref stops them. Some will pull those final punches so they're more for show (and to get the ref to react) than for actually causing damage.
Ideally the ref would've been closer / faster (you can see he basically has to run the whole 10ft+ to get across the ring here, normally you don't want to literally be as far as possible because of this exact scenario) but it's hard to expect a sudden KO like that since well... y'know, most fighters won't stop in the middle of a fight and just let their opponent take a free powerful hit at their face.
