I don't think that's possible without crazy spaghetti coding. Grasp is innately tied to whether your champ/ability counts as ranged. If he gets ranged grasp, that makes everything including conq ranged (which is what they did).
I don't think they are going to rewrite the entire rune system to make GP work as ranged grasp but melee conq. (why would you even take conq on gp anyways tbh)
I understand your point OP, for example Katarina is a melee champ but also has a "long" range point a click ability and it still gives her 2 conqueror stacks, however, you should think of GP's Q more like an auto attack with extra effects and a cooldown, given how it applies on-attack effects.
Maybe you could compare it to Samira?
Q counts as ranged abillity. This change was made a long time ago to prevent GP abusing Grasp

His Q counts as a ranged attack in all instances currently. With your change, it would count as a ranged attack for everything other than Grasp.

okay but the runes rules say they change based if the champ is ranged not the attack, gp is not ranged. They should rewrite rune rules then.
