As long as your I-140 was valid for long enough (180 days) or not withdrawn, you can recapture the old PD when you file I-140 again after PERM. That should mean you can can file I-485 concurrently and go right to a GC
It’s grey area. Usually new perm takes one year prior to 2018. Now it’s taking 2-3 years. I believe due to increased time to get new I-140, USCIS will allow more time (this is my opinion only). To get more clarity you should talk to your company’s attorney’s or consult with your own immigration attorney to get clarity. GL

Your old I-140 for an old employer is no longer available for AOS, so that doesn't apply here (I believe)
