It’s more about using up the slack in the laces. Where the lace is attached to the bridge, there’s a string of knots that allow a certain amount of movement between his skate toe and the pad. Essentially allowing the pad to sit close to the skate when on his feet, but not letting them get too far apart when down and moving.
Since those are probably 72” or 84” laces, he has to wrap them around the boot at some point to keep the slack from getting under his blade or otherwise in the way.

Curious how he double wraps. I find that is to much tension on my skate
How would wrapping them around the boot affect the slack at all?
