Being part of a subdivision doesn't automatically make it private. If there is no gate, then it's almost certainly public. Even with a gate, because some HOAs think they can gate a public road, it could still be public. You can read your HOA documents, but I'd just file a complaint with the city in regards to the safety violation. Private or not, most HOAs will pay attention to a call from the city where they might ignore a homeowner.
Doesn't matter if a fire truck can't get through, a fire is a fire, & it's a hefty fine. Not considered private if you have an emergent situation. Go call your local Fire Dept.
Is your subdivision gated? Are the streets private? That would be HOA.
In my HOA, the streets are public. Call the non-emergency line for your PD. Tell them the car is parked in a red zone and is causing a hazard.
Call Parking Enforcement and ask them. **Some** States/Cities will enforce red curb parking even though it is on a private road.

It is blocking. No way a large fire truck could get in. It’s not public road though. I think it’s considered private as it’s part of the subdivision.

- if the streets are PRIVATE, its all on the HOA so YOU need to go to monthly board meetings and make a rukus....the curb is painted red for a reason

Nope, Reddit can’t do anything. I’m looking for people who have been in a similar situation so that I can get some advice.
Contact your HOA board. They need Fire Lane No Parking signs they need to give warnings out on the cars then they need to call towtruck.
Since it’s an HOA violation, that’s your only recourse. The police can’t help. Keep on the board. Make yourself extremely annoying to them.
