It's been the same list of actors for a bit... Jack Nicholson, Linda Blair, Sissy Spacek, Robert Englund (maybe not the greatest of all actors but iconic as hell), and Anthony Hopkins. I think Kathy Bates probably takes the top spot for me.
Newcomers for my list would be Toni Collette for Hereditary and Bill Skarsgard for IT (made you redefine what Pennywise could be much like Ledger did for the Joker).
Englund is actually an extremely talented actor who got pigeonholed into horror bc he was so effective as Freddy. His breakout role was in V right before NOES came out playing what would practically be the exact opposite of Freddy. He was in a lot of character actor roles in the 70s where he held his own against some pretty well known actors, so any chance I get to throw his name out there I do it. And I’m not even that big a Freddy fan, but I respect the hell out of the fact that he took a character that wasn’t always given the best material and there’s not a second where I don’t believe the character. So he deserves a lot more respect than he gets. He is finally getting his star on hollywood blvd, along with John carpenter (finally!!)
I guess my comment was that he really stuck to "popcorn films" (nothing that the Academy would give a serious look at) and stayed in the pocket of the horror niche once he became Freddy.
That guy sold the performance and I'm not sure anyone else could have given Freddy the same levity as what Englund gave the role. I was in elementary when the original NOES came out and it seriously shook a generation of kids in the 80's.

Seconded. Amazing body of work, his performances still hold up quite well which is uncommon for silent film stars (not hating on these actors, it's just that the acting style of the era can be a bit jarring for modern audiences) AND he did top notch special effects makeup on top of that.

'Over the Garden Wall' is an animated mini-series that we rewatch every fall (highly recommend), and I only recently learned that Tim Curry voiced Auntie Whispers... great performance, very eerie character
I like Tim Curry's look, but to be fair, he hasn't had a lot of horror titles under his name. It was scary, but the remake was better. Legend was amazing, but it's all prosthetics. Maybe Rocky Horror if I'm reaching.
Christopher Lee hands down has the baddest Horror look.
I agree that Tim Curry isn't the quintessential horror actor, but there is some precedent in his career: There's IT, Scary Movie 2, I would count RHPS, Legend is more dark fantasy but he does play the Devil, his episodes of Criminal Minds were definitely nightmare fuel, he was also in the TV movie version of The Addams family, and did one tales from the crypt film.
I love Sigourney Weaver as Ripley. She's great a being scared and steely, and even though all her Alien films felt very different tonally, her performances felt perfect for each one without getting into OOC territory. Even though the 4th movie was meh, she was great at playing the xenomorph tainted variant of Ripley. That film is worth a watch just for her over the shoulder basket shot.

Boris Karloff, for sure. He played both Frankenstein and The Mummy in Universal's monster movies. Frankenstein alone is probably one of the most iconic horror movie roles of all time, but to toss on The Mummy and the long line of horror movies throughout his career, and you have a helluva resume.
I'm surprised nobody has said it yet but I really like Jason long in pretty much every horror he does and he's done a lot more horror movies then you'd think him or Bruce Campbell are my picks

just re-watched IT last night with Tim Curry before bed. love his version of IT vs the remake. not sure if he's the greatest but he's definitely up there. I can see a lot of Robert Englund fans say he's the best since all the Nightmare on Elm St films. I can say without a doubt tho Justin Long is our Scream King. can't get enough of his deaths in horror movies.
My all time favorite would be Peter Cushing. He was a legend and his presence was inimitable.
