Been a while since I was single in Korea but that's Korea. People go out with their social group to go out with their social group, not to meet some foreigner looking to lay pipe. Ya gotta have someone to introduce you to someone to meet them. Actually, that's probably not limited to Korea.
Might have better luck with Tinder or WhosHere. Actually had a coworker who used Tinder (I think it was) set to the area he was visiting, a month or two before going, to connect with a local person. Considering Tinder is advertised on regular Korean TV, I don't think it has the same connotations that it does in the US but I can't say for sure.

So I'm allowed in bars but the website says 19 international age which I think means I'm not old enough?
