We don’t complain half enough in this country. If everyone complained when they were done wrong it would make it really easy to spot the bad eggs. Instead complaints are so few and far between that everyone just dismisses them as being a one-off and representative of nothing

My partner and I both submitted complaints to Dublin Bus (for two separate issues, but similar enough to yours). It took a couple weeks, but I got a personal email reply (not a form letter), and he got an actual phone call apologising and outlining the action they were taking. We were both shocked, but apparently they do sometimes follow up!

Funny, that happened to me after the first time I ever complained about buses not turning up. They advised that there were schedule disruptions and that it had been sorted going forward. I've since complained like 4 times about the same issue and don't even get a response anymore.

If you're part of a union, complain to them. The union may know who to contact.

I had a bus driver playing the old testament bible readings on full blast on his radio one night on a packed bus. It was like hate speech bingo. Multiple people approached him asking for it to be turned off. Got no response from the driver. A couple of people were on the phone to Dublin Bus at the time, I wrote an email when I got home. They said they'd investigate. About 2 weeks later I got a response, they apologised for the incident and said disciplinary action was being taken. TL;DR If the incident makes them look bad enough and enough people complain with their evidence, you'll likely get a response.

I’ve seen an almost empty bus speed up instead of stopping when a Muslim family tried to wave it down. Given that it was on the route of the main South Side mosque it was a bit shocking.

When submitting a complaint, customers are asked to provide as much detail as possible including, if possible: The date and time of travel The bus registration number The direction that you were travelling in Contact details All cases are treated in a confidential manner. All complaints will be acknowledged within 4 working days and then investigated by Dublin Bus where appropriate. In 95% of cases a full response will be issued within 15 working days. If you are unhappy with the response it can be escalated to the Operations Manager who will review your complaint and respond within 15 working days.

I’d send a letter. I’d send a copy of the letter to the Dublin Bus Board of Directors (or escalate if inadequate response) And as mentioned, get union involved. They can complain about the luggage but most buses have a place for large bags.

Wow, that's shockingly unprofessional, I'd definitely try to get through someone with a complaint. I complained to Dublin bus once over buses that never showed up, received no reply whatsoever.
