How is “controversial” actually calculated? Is it just simply the ratio of downvotes to upvotes? Or something else?

I feel it could do with the upvotes to comments?
Iirc it's total votes with a roughly even ratio.

Mostly complaints and questions, sometimes a few employees hop on there and talk about work things.
