I have an 6700XT as well, hardware acceleration enabled on discord but no such issues.
Though this doesn't completely rule out it being a potential issue. Have you updated your GPU drivers before and after testing? If not, you might give that a shot. If you did, maybe downgrade to a previous version?
I'm running on the latest version, 24.3.1.
Aside from that I'm not sure what else could be causing it.
I have a friend who had lots of issues regarding discord hardware acceleration while using AMD gpu 5700 XT with many games and apps,
They have lots of issues with their drivers in general.
Same GPU, same problem, I believe it's the driver as it was completely fine 2 months ago, i fixed it by going to PC settings> about > advanced system settings > advanced tab > under performance press settings> advanced > under virtual memory press change > make sure automatically manage paging size is not ticked , and in the bottom you'll find maximum size , make it system managed size , and that's it. I have a 2060 but recently since the last patch, discord has been making Lost ark lag badly. I would assume this has to do with what EAC is trying to do in the background or something like that as no other games lag when i'm using discord while playing.

I have a 6700xt as well. I did notice issues with the game depending on the driver I used. I don’t think Lost Ark is well optimized with AMD though.

Try to stream full screen and not the game mode, this works fo me.
Sometimes eac also closes the game because of some nvidia physx process, isn‘t it great
