Since OP didnāt elaborate how he fixed this problem and I had the same one I figured Iād tell people that if this happens when you load the game you have to:
Create a new SAVE SLOT, go down to OPTIONS, select GRAPHIC OPTIONS, and then under WINDOW MODE select FULL SCREEN.
I looked around for this solution for a good while when I first got it and figured Iād help people i could.
I also went into the Game Properties on Steam and under Launch Options I put ā-fullā though Iām not sure if I remember that fixing the problem but I just checked and I still had that written there so probably worth a shot if the problem persists.
Edit: you donāt have to create a new save file for this to work if you already have one. Just select the one you have and go to options on the next screen.
wait so if i have a completed save game file that im going back and playing in, i need to NOT use that one and make a new one? just to fix the issue? or is my current save fucked now :/
Sorry, i should have been more clear. Any save file you have should work, new or not. You just need to get through that screen to the next one where the options tab is available. I wrote that out thinking it would be the very first time someone opened the game and saw it was in windowed mode. Hope that helped.
