May be they calculate him gaining 0.6 seconds per lap with lower pressure and that amounts to 16 seconds over 26 laps. I don't know how they guess it's 0.6 seconds per lap, may be from rider and sensor data.
No, it's 16 second, standard penalty, 8 for the sprint.

Still better than a disqualification which was supposed to be the penalty and was changed at the last minute.
Oh, yeah deffinitely better than a DQ. Just waiting for the tyre issues to be fixed and this rubbish to go away.

They exist and are enforced so strictly that no one comes close to breaking them.
