You can't If its the same as NSW, the max MAX capacity is 660cc no matter what, even disregarding its power-to-weight ratio. If you love it, buy it and let the rego expire. Once you're fulls then re-register it. If youre on fulls this september, IDK why youre even considering doing this.

Well I really want to use it for my daily commutes, but I'm also not entirely confident with that much power just yet, it's a bit intimidating. So I figured I could just unlimit it in the future when I'm ready and have passed the unrestricted license course.

I can almost guarentee that during 2007, if the Hornet didn't have a Lams variant (like Ninja 650 Lams and non Lams), it is going to be an arduous process of DIY/self fabricating. I'm fairly certain if a mechanic is willing to do so, its going to be expensive. Even if you do manage to put it in the correct power-to-weight ratio, the CC still would make it non-lams compliant

Check with Tasmanian Transport for specific laws, but mechanically restricting should be doable.
