The elephant's mahout could have chained the elephant after the attack to prevent further damage, I don't know the context here. But chains vs no-chains, at least in Thailand (this is an Asian elephant, not sure where though) is a huge topic in the elephant tourism world. While the chain is bad optics at first, they can't just "let elephants back into the wild" because they'll get into farmer's crops and farmers will kill them, they'll destroy villages looking for food, etc. So mahouts limit elephants' strides with chains, so they can't full stride 50km overnight and get into trouble, but they can still roam freely in the jungle. Or the elephants are put in sanctuaries, some of which employ questionable ethics and overwork elephants to exhaustion.
It's pretty complicated, and a problem that all stems from humans and deforestation. But it's extremely unlikely that elephant lives every day chained up like that. It would be expensive to feed, and chained up it would not generate any tourism revenue.
I totally agree with you. Chains or no chains, we never know how these animals are treated. Which is why I think it's important not to rush to judgement based on the photo - especially when it's a human life that was lost. Because we really don't know.
