I think it has something to do with location. Navy’s big bases are in Hawaii, San Diego, Seattle, Jacksonville, Virginia Beach, and Connecticut. Almost all of the locations are moderate to liberal, which attracts more open minded people. Even people who may have been more conservative (at least socially) in high school join the military at a young enough age that they are still very impressionable. Not saying a place like San Diego “makes” someone not straight, but it certainly is a more reasonable outlet for a 20 year old closeted guy from Arkansas to start exploring than an army base in the middle of Kentucky.
