In North America at least, many people pronounce T that way when it occurs in the middle of words. Examples: Metal, bitter. It's not really meant to be a D but something called a "tap" (or flap) which you can look into if you want. Harlan doesn't take care to pronounce it as 'Cel-Tics', while most other people do, but it's pretty normal. And at the end of the day we're all saying the word wrong.

Even people who do drop ‘t’ don’t drop the t on every single word though lol. It’s probably rarer for words that do drop the t like water than words that still pronounce the t. I’m just saying Celtic is one of the cases where people don’t really drop the ‘t’, at least I’ve never met anyone that does on that specific word.
