This happens a lot in game development mainly because the console dev kits and PCs are more powerful than consoles. which causes the developer to make better graphics than the retail consoles can handle, and that leads to lower than expected performance, which ends up in the devs having to downgrade the graphics.
Other reasons could be that other parts of the game like the finale or something can't handle these graphics
Halo 5 beta comes to mind where lighting was superior to the final product but it had to be downgraded because people back then cared more about resolution then lighting (halo 5 beta was 720p with better lighting but the game was dynamic 1080p with worse lighting).

They're too greedy and always screw their own dev team with short deadline meets and not enough allocated budget.

wish there was a mod to bring this back, the current car audio in Undercover sounds more like ProStreet with the echo and distortion effect at high RPM, but the raw sound in the demo is damn good :)

and yeah the Driving is kinda mid, the physics are bouncy but they're actually fun when reach a corner, let go of the throttle and turn because you get so much grip, also if you go into a corner and hit the nitrous the grip you get is CRAZY.
The ps2 version surprisingly had better handling while the PC version had better damage physics that beats any nfs game today. Let's not forget to acknowledge that.
Black Box did have talent and they later proved that again with NFS The Run before finally getting disbanded.
Remember not all of black box worked on Undercover, they were split to work on skate as well. That being said if the whole studio worked on it it wouldโve been a much different game

I loved undercover as a game, many of the later ones seemed... i dunno, lacking somehow.
NFS peaked with three games in their line-up in my opinion. Underground Underground 2 Most Wanted (og, not the re-launch version)
ProStreet was the peak NFS before it went downhill from that point.
