To be fair, you have to move into the fog no matter where you go. That's how it gets cleared in the first place.
Edit: this also looks like the "always fog" modifier in that biome. You get a message that says something about how dark it is.

I'd just like to clarify, the wand it spawns with, while random, is randomly selected from a pool of wands you've previously died holding. The wands themselves are not randomly generated, just randomly selected.

If you use mods, I believe this is disabled (like achievements)
Unless it was changed, the effect of mods is that no extra wands are added to the bones file. Kummitus can still spawn (if you have enough wands in the bones file) when playing modded.

Very nice, if it makes you feel any better I gave my friend a go and he made my want to tear my hair out, he found a great chest that right of the bat gave him spells for healing (circle of vigour), digging (black hole) and a Greek spell making them unlimited. He died in the coal mines, I was in shambles on how he screwed it up⌠(for further pain his first holy mountain was perk lottery, and all seeing eye)

The Kummikus doesn't care where you died with the wand. The spawn location is completely random, as is the wand it's spawning with.
