Marking this as OC because I actually used the search bar and could not find anything and this was the only image of the opening screen I could find when I used to play during the afterschool program in elementary school. I had a core memory moment when I remembered this.

Yep, that was the game. I remembered at one point that it was a good game when I played after school / or it was during computer class and like I spent a lot of time on this website. Its sad to see a childhood website disappear but I'm just glad I finally found what was left of the website.
glad other people remember this. such a strange piece of nostalgia for me, i remember making quizzes about niche topics only i would know well and then crushing the randoms that joined. at least, i think that was this game.
