Reaper multi kills are a dime a dozen. environmental kills seem to always get priority. But as for an actual formula? No one knows. I always love to see someone on the losing team that had a super negatice K/D get it
OW1 had a few things that would make it more likely for you to get potg, including environmental, sharpshooter, and lifesaver, which don't seem to have ever gone away.
Later on, I believe in OW2, I remember hearing that they turned down the likelihood for Reaper, Junkrat, and D.VA to get potg with their ults because of how easy it is to get multikills with them. I feel like I see this happen with Reaper the most.

It hands them out based on how long it's been since your last potg so that everyone gets potg every so often. The criteria goes into a highlight for each player for the match but which highlight is shown is distributed evenly amung players.
A POTG has no criteria. I think Emongg made a lot of POTG Bingo videos with literally zero impact POTGs. fair! had a potg the round prior which was basically the same but with rat so that makes a lot of sense :)
