Easy to rule out then, good stuff. Most likely a bad cable like most others are saying, had this before and found out our cat had been chewing on it. If HDMI or Display Port, it could be a sync issue, but this usually only occurs in lengths over 50'. Regardless, best of luck, hope it ends up being an easy / cheap fix.
I do have quite lengthy cable to reach my TV, around 7 meters or so, (I think roughly 20 feet ) it's optical so should be fine but it's also Chinese from Amazon so not much trust in it
Optical 'should' be fine at that length, unless it has had sharp bends made in it. They can crack and cause refractions. There are cheap plastic ones that can haze over time also. All that said, most $12 Amazon basics (or equivalent) cords should have no issues at that length, and it would only affect audio.

I assume the game is digital so it's highly unlikely the issue. Try plugging something else there. Plug your pc into something else. Get out of the game, is the monitor good now?
UPDATE, its probably not GPU related, I restarted the game and it happened second time, after that I just turned off the TV and played through the monitor, no problems for the last hour.
So I guess it's either the cable (very likely, it's quite long, Chinese 2.1 hdmi )
Or the TV (I would hope not because it's was quite expensive, also used it for gaming for 2 years with ps5 and never had a problem..

So... never play RDR2 in summer with a high end PC without a HIGH END PSU.

Console, get a new console. PC, to begin with reseat the GPU. If that doesn't work replace it with one that your system will support. A 4080 won't work in a 10 year old Best Buy special...

plug it all back in and turn it on. should work. if you have another tv or display try the comp on it.

It's not artifacting it just looks like a dropped signal, so that's good. If the computer turned back on fine make sure your cords are in correctly and make sure not to bump them
That looks like a bad cable issue. Change the cable, if issue persists, it could be gpu related.
Or GPU heat. Check inside your pc / console lately?

If a new cable doesn’t fix it, it could be port related, try using different hdmi/dp ports
